Solar panel cost on a 3-bed new build

What FHS-compliant solar PV costs on a typical UK 3-bed new build — separated into developer-volume pricing, self-build retail pricing, and the per-plot incremental cost above 2021 spec.

Most UK new-build housing is 3-bed: 3-bed semi-detached dominates volume developer sites, 3-bed detached and townhouse types fill out the mix. Under the Future Homes Standard from 24 March 2027, every new 3-bed needs solar PV covering 40% of its ground floor area — typically a 3.4 kWp array on a semi or 4.0 kWp on a detached. This page costs out the FHS-compliant package in detail.

System sizing for a 3-bed new build

The 40% PV rule is calculated against ground floor area, not total floor area. A typical UK 3-bed semi has 85 m² total floor area split over two storeys — so 42.5 m² ground floor. 40% of that is 17 m² of panel area, which is 8 standard 425W panels totalling 3.4 kWp.

A 3-bed detached is typically 95-100 m² total, with 50 m² ground floor. 40% × 50 m² = 20 m² panel area = 10 panels = 4.0 kWp. A 3-bed terrace is typically 75-80 m² total, with 38 m² ground floor. 40% × 38 m² = 15.2 m² panel area = 7-8 panels = 3.0 kWp.

Volume developer pricing — 3-bed semi (3.4 kWp)

ItemCost
8 × 425W mono panels (Q CELLS / LONGi)£1,200
5 kW hybrid inverter (SunSynk / SolarEdge)£740
In-roof mounting tray + flashings£420
Installation labour (factory pre-fit + site)£480
DC/AC cabling, isolators, monitoring£260
MCS certification, commissioning, warranty£280
Total — developer volume£3,380

Volume developer pricing assumes 100+ plot bulk procurement, factory pre-fit on panelised roof cassettes and amortised SAP/HEM modelling across the plot count. Spot-market pricing for one-off installations is approximately 20-25% higher.

Self-build retail pricing — 3-bed detached (4.0 kWp)

ItemCost
10 × 425W mono panels (REC Alpha or equivalent premium)£2,100
6 kW hybrid inverter with per-panel optimisation£1,400
In-roof mounting + premium flashings£620
Installation labour (small-site retail)£1,200
Cabling, monitoring, custom integration£480
MCS, EPC, SAP/HEM, project management£600
Total — self-build (0% VAT applied)£6,400

Self-build retail pricing reflects single-plot economics, premium panel selection, and bespoke integration work. The 0% VAT relief on new-build self-build offsets ~£1,300 of the gross retail cost. Adding battery storage typically costs an additional £3,500-£5,500 for 10-13 kWh capacity.

Full FHS-package cost for a 3-bed

Solar PV is the single largest line item but not the only one. The full FHS-compliant package for a 3-bed semi (volume developer) breaks down approximately:

  • Solar PV (3.4 kWp in-roof)£3,380
  • 5 kW ASHP + hot water cylinder£2,950
  • MVHR (where required at 3 m³/h·m²)£1,800
  • Enhanced fabric (walls 0.15, floor 0.11, roof 0.11)£1,200
  • Triple-glazing upgrade (where required for HEM compliance)£800
  • Total FHS package (incremental over 2021)£10,130
  • vs FHS Impact Assessment estimate£4,350 (incremental only — excludes ASHP that replaces gas)

The £4,350 figure in the Government Impact Assessment is the *incremental* cost above 2021 spec — it nets off the gas boiler (~£900) no longer being installed, the smaller existing fabric spec, and the smaller existing notional PV requirement. The £10,130 figure above is the total cash outflow on renewables and fabric — useful for sizing the package financially but not directly comparable to the IA premium.

Per-plot pricing locked at procurement. Factory pre-fit on panelised roof cassettes. SAP/HEM modelling for every house type included. NHBC, LABC, Premier and Buildmark warranty-accepted workmanship. 20-year insurance-backed system warranty. We work with developers from 50 plots to 5,000+ across multi-site frameworks — agreed pricing, agreed programme, agreed warranty stack.

For self-builders and architects

3-bed new build solar PV for one-off custom builds

Engagement from RIBA Stage 2. PV sizing collaborative with the architect. SAP/HEM modelling that gives the architect freedom on glazing ratios and roof geometry. Building Control submission pack ready for the Approved Inspector. 0% VAT on new-build dwellings. Staged invoicing aligned to your self-build mortgage drawdowns. We work with custom-build buyers across England, Wales and Scotland.

How this fits into the FHS compliance pathway

Every FHS-compliant new build must pass three regulatory gates. 3-bed new build solar PV fits primarily into the second gate — design-stage Part L compliance — but has knock-on implications for Building Control sign-off and post-completion warranty:

  1. 1
Planning permission Most solar PV on new dwellings is consented within the dwelling\'s primary planning consent. Conservation Areas, Article 4 directions and listed-curtilage plots require additional planning consideration — we handle the planning evidence required for these.
  2. 2
Building Control — Part L compliance SAP 10.3 or HEM compliance modelling demonstrating Dwelling Emission Rate ≤ Target Emission Rate. PV specification, ASHP capacity, fabric U-values and air permeability all entered into the modelling. We provide the full compliance file ready for the Approved Inspector.
  3. 3
Post-completion — warranty & EPC MCS certificate, EPC, monitoring app onboarding and 20-year insurance-backed workmanship warranty. NHBC, LABC, Premier and Buildmark all accept our installation specification without query — important if you\'re relying on a structural warranty for buyer mortgageability.

FAQ — 3-bed solar cost

What size solar PV system does a 3-bed new build need?
A typical UK 3-bed new build has a ground floor area of 40-45 m² (semi-detached) or 50-55 m² (detached). At the FHS-required 40% PV coverage, that translates to a panel area of 16-22 m² — roughly 8-10 standard 425W panels totalling 3.4-4.3 kWp. Semi-detached typical: 8 panels, 3.4 kWp. Detached typical: 10 panels, 4.0 kWp.
How much does the solar PV alone cost?
£3,400-£4,200 for a 3.4 kWp in-roof installation on a 3-bed semi in 2026, depending on procurement route. Volume housebuilders pay £3,400-£3,800 through framework procurement; self-builders pay £4,800-£6,200 retail (offset by 0% VAT on new dwellings). Pricing covers panels (typically Q CELLS, LONGi or REC), inverter (SolarEdge or SunSynk), in-roof mounting, monitoring, MCS certification, and 20-year insurance-backed warranty.
What's the total FHS package cost for a 3-bed?
The Government FHS Impact Assessment puts the average per-plot premium at £4,350 — but that's the incremental cost above 2021 spec, not the total renewables cost. The actual installed renewables package for a 3-bed under FHS is roughly: solar PV £3,800, ASHP heating £2,950, MVHR £1,800 (where required), enhanced fabric £1,200. Total ~£9,750 of which £4,350 is the increment over what was being installed under Part L 2021.
Will solar pay back on a 3-bed in 2026?
Yes — annual generation from 3.4 kWp in the South Midlands is ~3,200 kWh/yr. At 2026 grid tariffs (Octopus Intelligent Flux average 22p/kWh, SEG export 8p/kWh), gross annual benefit is ~£420 (60% self-consumption × 22p + 40% export × 8p). Against the £3,800 installed cost: 9-year simple payback. With a £4,000 battery added (16 kWh) self-consumption rises to 80%+, payback extends slightly to ~10 years but lifetime savings are 40% higher.
